The City of Batavia’s Area 3 combined sewer watershed is generally bound by Union Street to the north, the old railroad tracks to the west, Garfield to the south and Rt. 31 to the east with a Fox River discharge that goes through the West Side Cemetery. During a June rain event in 2015, this area experienced back-ups and with this being a combined sewer area, those back-ups included sanitary back-ups.

This neighborhood is all too familiar with this type of event and has experienced back-ups in 2008 and 2013 rain events as well. As part of the City of Batavia’s efforts to alleviate repeated drainage concerns and sewer back-ups in the combined sewer Area 3 watershed on the City’s west side, a drainage study was completed to look to improve this area.

One particular design challenge included the design and constructability of improvements through an existing cemetery.

As a result of the Phase I drainage study, WBK provided Phase II Engineering services and worked with the City’s engineering staff to prepare final construction plans, specifications, and cost estimates for the drainage improvements required to de-combine the existing system. Autodesk’s Hydraflow storm sewers was utilized to complete final drainage design calculations for the storm sewer improvements needed to provide a 10-year rainfall event level of service.

The City of Batavia completed construction related to the new outfall in 2017 and plans to construct the remainder of the proposed improvements over the course of several years starting in 2018. The improvements included the design of a new storm sewer system (9,400 LF) in the Area 3 neighborhood west of IL Route 31 with a discharge line through the West Side Cemetery and a new outfall to the Fox River.

In addition, the improvements included the replacement of a deteriorated water main system (5,700 LF) and limited sanitary sewer improvements throughout the Area 3 neighborhood. WBK assisted in obtaining IEPA, IDNR, USACE, and KDSWCD permits for the utility improvements as needed.

WBK provided the following services on this project:

• Topographic field survey of existing conditions

• Hydrologic and hydraulic analysis and design of final storm sewer network

• Existing utility coordination

• Coordination on geotechnical investigation

• Coordination and permitting with IEPA, IDNR, USACE and KDSWCD

• Preparation of final engineering plans, specifications, and estimate of probable cost

• State Revolving Loan Fund application

• Construction engineering services for Phase I of construction in 2018 (Full Time Resident Engineering): Daily field inspections, change orders and pay requests, pre-construction activities, and public outreach and coordination
